Ths article talks in a poll that if illegal immigrants were granted amnesty, Mexicans think that there wold be more illegal immigration to the United States. The point of giving amnesty/legalization would be to give Mexicans a legal way to get into the county. So there is a debate over whether to grant amnesty or not.
